Either way, norton needs to fix. After many years of using norton antivirus products and recommending it to. Easiest way is to right click you norton icon in the system tray & click on 'disable auto protect' & 'disable smart firewall' in turn

Each should allow you to disable for the default 15 minutes, or, 'more options' will allow you to select various other timings or to switch off permanently

If the latter, remember to switch back on. The norton website says that if a reboot doesn't resolve the issue (it didn't on any of the pcs) then the only option is to run norton r&r (which does correct the issue, but is a pain in the neck) I assume a recent auto update must have corrupted norton. If you really want to try disable features that can be temporarliy turned off, right click the norton icon in the system tray and you can disable the firewall and auto protect
